Common questions

Do I need a building permit for a retaining wall in Bunbury?

The City of Bunbury says building work may need a permit before it starts. Perth councils say a wall of 0.5 m or less is exempt only if every listed condition is met. Ask the City about your wall.

What is the 0.5 metre rule?

The City of South Perth quotes the Building Regulations 2012 as exempting a wall that retains ground no more than 0.5 m, is not tied to other building work or protection of neighbouring land, and does not trigger certain Building Act sections.

What is a certified building permit application?

The City of Bunbury says you engage a private building surveyor, who gives a certificate of design compliance. The City has up to 10 business days to assess it.

What is an uncertified application?

A City building surveyor assesses it, and the City says it has up to 25 business days. Ask your builder which path they plan to use.

Start with who checks the rules

A retaining wall holds soil where the ground changes level, and the rules around it depend on height, position and the council that covers your address. The City of Bunbury says building work may need a building permit before it starts. Ask each builder who checks your wall against the rules, and ask the council yourself as well.

The 0.5 metre line

The City of South Perth and the City of Joondalup both say a retaining wall of no more than 0.5 metres is exempt from a building permit only if it also meets the other conditions, such as not being tied to other building work or to protecting neighbouring land. Both are metropolitan councils, not Bunbury. Ask the City of Bunbury what applies to your wall.

Builder registration on the state register

The Western Australian Government page for finding a registered builder says builder-work valued over $20,000 must be done by a registered building service contractor. It does not say whether a retaining wall counts. Ask each business what registration or licence applies, ask for the number and check the name, number and licence type on the register. We do not check anyone for you.

Water is the enemy of a wall

The Bureau of Meteorology station at Bunbury averages 737.3 millimetres of rain a year, with July the wettest month at 147.3 and January the driest at 9.8. Its highest daily fall is 92.0 millimetres on 4 July 1999. Water that cannot get out from behind a wall pushes on it, so ask each builder to describe the drainage in plain words.

What drainage is

One national guide says drainage means agricultural pipe, free-draining gravel backfill and weep holes, and calls skipping it the most common corner cut on cheap quotes. It says drainage is a real line item. Ask what pipe, what gravel, where the water exits and who is responsible if it backs up. Ask for each to be written on the quote.

Four materials, four price bands

The same guide, updated by its publisher on 5 June 2026, gives installed prices per square metre of wall face: treated timber sleepers $250 to $450, concrete sleepers with steel posts $350 to $650, core-filled block $450 to $800 and natural rock $500 to $1,000 or more. These are national ranges, not Bunbury quotes, and the publisher sells software to tradies.

Height drives the bill

The guide says price depends far more on height and soil pressure than on length. A 10 metre wall 1 metre high is 10 square metres of face, and the same wall at 2 metres is 20 square metres and costs more than double. Ask each builder to state the height at the tallest point, measured from where, and to say what is assumed about the ground.

Boundaries and neighbours

The City of Bunbury lists a form for notice and request for consent to encroach or adversely affect, called BA20. The City of South Perth says a wall may be built across a boundary only with written agreement from the affected neighbours. If your wall is close to a boundary, ask the builder who talks to the neighbour and who signs.

Permit paths in Bunbury

The City of Bunbury says a certified application uses a private building surveyor, who provides the certificate of design compliance, and the City has up to 10 business days to assess it. An uncertified application is assessed by a City building surveyor, with up to 25 business days. Ask the builder which path they would use and who pays each fee.

Who is responsible for the wall

The City of Joondalup says the party that changes the slope by cutting or filling is responsible for the wall, and that a dividing fence does not qualify to retain soil. Both councils say owners must keep walls structurally sound. This is general council guidance from another area, so ask your own council and take advice if a neighbour is involved.

Different councils in the Bunbury area

Wikipedia says Australind is in the Shire of Harvey, Eaton in the Shire of Dardanup, and Dalyellup and Gelorup in the Shire of Capel. The City of Bunbury covers suburbs such as Carey Park, East Bunbury and South Bunbury. The City's building page applies only inside the City. Ask the shire that covers your address.

Footings and the load above

The guide says steel posts are concreted into footings, and that harder ground, rock or a surcharge load, such as a driveway or a building above the wall, means deeper and stronger footings. Tell each builder what sits above or beside the wall now and what you may add later. Ask what footing depth is quoted and why it suits your ground.

Access and the site

The guide says a flat, open site is quick, while rock, reactive clay, a steep slope or a wall reachable only by carrying everything by hand all add labour hours. Photograph the access from the street, note gates, fences and trees, and ask each builder whether a machine fits and who repairs any damage to lawn, paving or pipes.

Compare itemised quotes

Ask at least three builders to price the same wall. The guide says to ask whether drainage is included, who arranges any engineering or approval, what footing depth is quoted, whether the price is fixed or an estimate, and what warranty is given in writing. A short quote can look cheap until the extras arrive. Put every answer in writing.

Timing the work

Bunbury has about 120 rain days a year, mostly from May to September, and the driest months are January and February. Ground that is soaked is harder to work and to backfill. Ask each builder when they would dig, pour, backfill and finish, and what happens to the schedule if a storm turns the site to mud.

Where this website applies

This website is for Bunbury and nearby suburbs in Western Australia. Wikipedia describes Bunbury as the state's third most populous city after Perth and Mandurah. We cover the suburbs in our guides and no others. If yours is not listed, send the form anyway and independent builders may still reply.

How this service works

We are a referral service. You send one request and independent Bunbury retaining wall builders may contact you. Each decides whether to quote and sets its own price. We do not build walls, we do not check any business and we cannot promise one will be available in your suburb.

Does every retaining wall in Bunbury need a permit?

No fixed answer here. Other WA councils say a wall of 0.5 m or less can be exempt only if it meets every condition. Ask the City of Bunbury about your wall.

Are the prices on this site quotes?

No. They are national ranges from one published guide, with the date its publisher updated them. Bunbury quotes may be higher or lower.

Do you build the walls?

No. We pass your request to independent local businesses, and each decides whether to quote.

How do I check a builder?

The WA Government register page says to check the name, registration number and licence type. Ask each business which registration applies to your wall.
